I bought one of these at Jo-Anne's for $1.97 on clearance. I saw them in Winners for 10.00. So I figured I would pick it up. It works really well. I thought I would post the layout here, in case anyone wanted to see how the finished product looked.
Basically it is a little gadget that you can cut holes and then thread ribbon through. It looks like this:
